The subject property is located at 110 Mill River Road and consists of 11.1 acres of land developed with a single-family residence, pool, septic system, well and other ancillary improvements. The Mill River runs through the property, and the parcel contains two (2) ponds, which are connected to the river. On-site wetlands and watercourses are regulated by the Town of Lewisboro under Chapter 217, Wetlands and Watercourses, and the New York State Department of Environmental Conservation (NYSDEC) D-5. The river itself is regulated by the NYSDEC as a Class AA-S watercourse. The applicant proposes to dredge approximately 900 c.y. of material out of the northern pond, increasing its depth from less than two (2) feet to a maximum depth of six (6) feet. The northern pond will be temporarily separated from the Mill River by use of inflatable coffer dams; the pond will be dewatered via use of pumping and sediment/dirt bags. All dredged material will be removed from the site.
