Scope
This is a HOME-ARP funding opportunity for acquisition, rehabilitation, and/or construction of non-congregate shelter projects, generally requiring at least eight units, with a stated budget of $2,250,000; no bid bond is listed, while insurance is required and Davis-Bacon federal labor standards apply to projects with 11 or more units. A Preliminary Project Assessment is required first and is due July 30, 2026 at 5:00 p.m. EST by email; only approved or conditionally approved PPAs may submit the full application electronically through OpenGov by September 30, 2026 at 2:00 PM ET, with no hardcopy submissions accepted.
